I have been thinking a lot about plenelties and non penelties. I think the Officals should have the stadard Yellow flag but then also have an Orange flag to allow of Penelties reviews

Here's how it would work an Offical sees something at high speed he thinks might be a penelty but he is not 100% sure so he throws his Yellow flag after the play he goes to the flag and waves or drops his orange flag to indacate he wants to review it then goes under the hood and checks justo to be sure.

Coaches also get 1 penelty challange a game it costs a time out if they are wrong, but doesn't count aganst the 2 play reviews they have.
Like a play review can not add a penelty a penelty review can not change the outcome of the play outside of the team accept decline option already in place

I think it'll make for intesting stagey choice from coaches and allow officals to better officate

Mmm. And if the "challange" fails, does the player who committed the "penelty" get "benchef"? :)

It's an interesting idea, but it would make the game slower then it already is. There are 6 officials so you're talking about 6 more challenges a game. Also it would leave referees even more out there for scrutiny since the refs that throw the challenge flag the most will be considered the blind ref.

Nah, games will take 4 hours like back in the day of Instant Replay after every flag. If they did something along these lines in the playoffs, though, I would be ok with it.

A game would never finish...You can call a penalty on every single play if you wanted to....If it isn't obvious enough for the referees to see it in real speed then there is no need to call it....IF you took every play under a microscope you could find probably 3-5 penalties on every play....For example holding happens on every play but if it is away from the play and doesn't affect the play then why call it....If the RT is holding and you run a toss play to the left, there is no way that the LDE is going to make that play on the other side of the field...The RB takes it 75 yds for a TD but you want the coaches to be able to challenge that someone was holding 10 yds away from the play and had no effect on the play....That would just be dumb and pretty much turn this game into flag football...

I never said every play but there are plenty of blocking in the back holding and PI call that are questionable and not even all of them are questionable. and like another poster suggested even if they just added it for the playoffs it could be a good thing

It's a good idea, but games are getting slower and slower. In fact, the afternoon games and prime-time games are worse than morning games. I'm actually starting to dread nationally televised games for the Pats.

It's seems like they go to commercial after every play.

I think that solution would be a bit needlessly over-complicated. The only change I might support would be to let penalties fall under the normal rules for challenges. If one ref can throw a flag at full speed, I don't see any reason why he couldn't be overruled by the crew chief watching the same play in slo-mo from a couple angles.

Problem being frequent endless game delays. Maybe orchestrate with the endless commercials. God save the DVR!!!

yeah i wrote the post first thing in the morning after zero sleep.

I just get tired of a lot of the PI calls being caused by the Offensive man then getting called on the DB

I don't like the idea of reviews on penalties simply because there' a penalty on every play.

But I would like to see some type of review for pass interference, which is a highly-subjective call and also creates a massive penalty at times.

If you hit the QB late with your helmet, that's a personal foul, 15 yards and automatic first down. If your DB bumps a receiver while jostling for position 45 yards down the field, that's 3 times the distance of a personal foul. I don't want to see a change in the outcome, but that's a huge penalty that should be reviewable, especially when a phantom call can gift a team with points.

I also don't like the defensive holding/illegal use of hands penalty. 5 yards+automatic first down? The automatic first down is a killer, especially if the team is in a 3rd and long situation. Why not tack on the yards and replay the down like with offensive holding?
 
Personally I'd prefer to do away with the challenge system altogether, and have all reviews be instigated by either a ref in the booth or on the field.

One problem with the current system is that a coach could successfully challenge calls, and still end up with no challenges remaining. In other cases a coach challenges a call simply because he has nothing to lose at that point based on the score and time remaining.

Another issue I have is that television ends up with a major role in the outcome of a challenge, and therefore the outcome of the game. For example if they go to commercial break a team gets three minutes or more to decide to challenge, while on another play that decision has to be made in just a few seconds. A coach may be able to watch several replays before making a decision on one play, and not have the benefit of a single replay on another play.

As long as the refs are instructed to keep the number of challenges minimal and they come to a quick decision, I'd prefer to see them control the challenges rather than the coaches. Do it that way for a two-year trial period and then review which system works better.

Games are way to long with all the commercials and challenges. It's getting out of hand.
