From now on, time remaining on the game clock will be reviewable but will be limited to situations in which time is deemed to have expired or not expired prior to, during or after the last play of the first or second half, or of an overtime half, according to a memo that NFL commissioner Roger Goodell sent to the 32 teams.

Good addition.

If I recall, last year against the Bills something like this occurred before the half which helped the Pats.

This sounds like it's to make sure that refs get it right regarding the timing of spiked balls and whatnot. Similar to how NBA refs can go back and see if the shot-clock expired before a shot.

I don't expect this to come up too often, but I don't really see a negative side to this, either.

As far as implementing a new rule for the playoffs, I feel like this is a minor tweak of a current setup, rather than an altogether new rule with unknown consequences.

I say in general good move. However, with this addition, delay of game penalties should be challengable also!

At the conclusion of the first half, time will not be restored if the additional play would be a kickoff, but would be restored if a timing error takes away a significant opportunity for the offensive team to score. At the conclusion of the second half or an overtime half, time shall be restored to the game clock if:
(a) It is a one-score game (eight points or less); and
(b) The additional play would be a kickoff by either team or a snap from scrimmage by the team that is behind in the score. The game would not be extended to create an additional play by the team that is ahead. For a review, the official time on the game clock will be superimposed on the video replay.

I don't understand at all why the kickoff returns don't deserve time added on. What if the kicker boots it out of bounds? Is the offense deserving of the opportunity to get on the field with a few seconds left? I'm with you on what it means to have a significant opportunity to score. Hopefully it's clear in the rule book (otherwise I'd vote for Goodell to rewrite tax laws for us) Even an offensive team with 4th and 99 with 1 second on the clock has an opportunity to score.

If you screw up the time, it only matters if it A) hurts the losing team and B) the losing team is only losing by 8 or less

Yea let's not get things "right" unless it's to help the losing team in a close game... WHAT... THE...

And "signficant opportunity to score", who comes up with this crap. So from the 49 but not the 50? Or from the 45 but not the 46...? Or at the refs discretion?
