This seems a bit obvious but the use of "Active PUP" seems like it has increased in the last few years. In some ways it just is a designation for those players that the team knows will not practice for a bit of time, going into training camp. That does make sense, but I do not believe there is a rule that to be on RESERVE PUP and out for the first 6 weeks etc. one does not HAVE TO be on Active PUP first. A player CAN NOT have practiced to be put on Reserve PUP, but what if there was a player that the team THOUGHT was going to be OK and did not practice the first few days and then continued NOT to practice throughout camp. Wouldn't he still be eligible for Reserve PUP??
