What do you mean. One day I will be a millionaire when I win the lottery.

They always say that lottery tickets are taxation on the stupid. And boy am I dumb. :D
 
Not in Massachusetts, Florio.

I walked past a convenience store and saw them advertising the off brands for over $8 per pack.
 
Scratch tickets are a big revenue source in Mass. - much more so than in other states (I believe they actually have much better payouts than other states too.)

My guess would be that the Mass Lottery approached the Patriots who in turn sought NFL approval prompting the rule change - hence no surprised that the Mass. Lottery would waste no time in moving forward.

That would be a brutal blow to the league.

They would get all excited about Bill leaving and then WHAM!!!!! GM!
