Basically, yes. Mental rep != actual rep, obviously, but O'Connell got something like 1,000 of them this year.
I think your point is valid and to take it further he also would have gotten more practice reps as he was the second stringer. But all the reps in the world practice or mental won't help if he doesn't have the tools.

True, but from what little we've seen, it would appear O'Connell has the tools to at least be the next Matt Cassel.

Actually, it was more than that--in the NCAA they subtract yards lost on sacks from a QB's rushing total.
