Rule Question: 10 Second runoff

Say for argument's sake:

Patriots are up by one point, and the 2 minute warning has just happened. It is 4th and 30. No timeouts left.

Could they just false start the entire time and run out the clock with those 10 second runoffs?

Sounds like something BB would exploit and then forfeit a 1st for.

I was wondering about the rule myself, not that exact situation but how it would have benefited the Pats at the end there if they Jets had timeouts.

Obviously the ref had a brain cramp at the end of the game. The 10 second runoff at the end of a game should only apply if the offense is behind. The clock shouldn't have restarted after the penalty as well. If you are going to screw up a situation, might as well go all the way.

You're up by 2 points with nine seconds left,and it's 4th down deep in your own territory and the play clock is running with three seconds left on it. ( no timeouts obviously)
You don't want to punt or give the ball over
on downs. If this rule applies regardless whether you're ahead or behind, take the penalty, clock runs off and game is over........

That is true but the clock starts again when the Ref signals. It does not depend on the snap. Therefore the QB would have the opportunity to run the clock down.

However, I do not know if the Play Clock gets reset after each penalty. I suspect it does not or someone would have taken advantage of the hole in the Rules as the OP suggested.

It wouldn't work, because the rule isn't designed for that situation.

In particular, the defense decides what penalty it wants. It can choose to let the play stand, take the yards and decline the runoff, or take the yards and the runoff. [It cannot let the play stand but still take the runoff.] Thus I can't imagine a situation like the above where the D would accept the runoff.

It was actually designed for a scenario more like Denver versus the Chargers today: to prevent a team from "eating" a penalty to give them extra chances to win the game.
