The fact that it was 1 year ago tends to subtract weight from the statement and not add it.

I could say right now "A senior military commander will resign if we order an invastion of Jupiter..!!" Then if someone finally resigns a full year later, I'm not exactly going to thump my chest about my brilliant prediction...

Besides, the article you quoted says "4 or 5 generals and admirals we know of will resign".... last I checked, Adm. Fallon was just one man....
