Just been reading the draft rules to satisfy myself on something that's been bothering me: whether you can just pass up on a pick and what happens then.
It seems that if, for example, we had the two pick and didn't use it in the allotted 15 minutes, the number three team than pick and we can go back in anytime afterwards. So if the Pats wanted to just drift down to low single figures - if they couldn't sort a trade or whatever - to avoid paying the high guaranteed money, they just don't pick until they're ready. Anyone see BB and SP doing that?

Why not? I don't think they could make it obvious, but if they really can't trade the number two pick, they could try again with the number three or four pick.
I doubt they would even pick lower than that though, because you're just pissing away value.

First, my answer is no because even if we take minimal value we will be able to trade down.
But if we tried it, it can be risky because once you skip it's first come first served and if you aren't "in line" waiting to get your pick in, several teams could beat you to the commish for picks 3,4,5, etc.

If the 9ers keep on losing it's going to be really interesting to see how they deal with having an uncharacteristically high draft choice. And actually I guess that even if they win some it'll be at least a dozen picks higher than usual.

If they were to do it, and made it clear why (unlikely) it might prompt more realistic debate about first round draft choices are paid. It must be in the NFLPA's interest to see a more equitable distribution of rookie money, no? And it sure as hell doesn't make sense to the teams to continue on like this.
