I know there is a weighted lottery... is it all non-playoff teams in the lottery?
My real question is, how far down can a team drop from its natural slot?
eg. if the C's finish 2nd to worst, what is the worst their pick can be?

I'd have to look it up, but I'll let someone else do that. I do know that if you are dead last, you are guaranteed a top 4 pick, with a 25% chance of the 1st pick.

No team can drop more than 3 spots. The whole process is stupidly complicated.

i read an article in the herald that said if we get the worst record in the league then in the draft we will be in the top 5....then each place theres a better chance...so most likely 1st, followed by 2nd, 3rd, ect....i dont know the #'s

Again, no team can fall more than 3 spots. Worst record is picking 4th at worst.
Probability of each team getting #1:
1st - 25.0%
2nd - 19.9%
3rd - 15.6%
4th - 11.9%
5th - 8.8%
6th - 6.3%
7th - 4.3%
8th - 2.8%
9th - 1.7%
10th - 1.1%
11th - 0.8%
12th - 0.7%
13th - 0.6%
14th - 0.5%
If your the worst team, odds of each pick:
1. 25%
2. 21.48%
3. 17.72%
4. 35.8%
Second worst team:
1. 19.9%
2. 18.78%
3. 17.07%
4. 31.86%
5. 12.38%
Lotto sim (http://www.realgm.com/src_lottosim.php). Oooo, C's came up #1 my first try. :D

yeah haha thats what i was lookin at...i couldnt remember the #'s or anything. good post. i like the way they do this, that way a team cant suck all year just to get a pick
well the good news is...as much as i want Greg Oden...i would still be happy with Durant, Wright, Noah
Anyone know any good players who we could pickup in FA??
