It won't pass. Kalifornia tends to do whatever the public wants. I've read that the public opposes such a messure. At any rate, I agree. Let parents raise their kids as they see fit. The problem isn't people spanking their kids, it's that not enough of them do (meaning not enough parents concern themselves with their children enough).

Not sure I agree with this, but as a former Child Welfare worker this is something stupid and not enforceable... all it will create more of a backlog in the already overburdened family court system... police also have better things to do than enforce this law in an already overburdened law enforcement system. Just what California needs is to put more people in jail, maybe someone who spanks their child three times and is convicted each time can go to jail for life, their family can then be supported by the state.
