This interview with the counterterror czar Clarke lays the blame for 911 partly on the incompetance of the Bush administration and their obsession with Iraq. The counterterror group was ditched by Bush as he wanted no remnant of Clintons startegy for dealing with Bin Laden. This makes Bush-Cheney culpable and criminally negligent.
