No, you need a large agency with all of its resources to manage the big picture of these ever increasing large scale disasters...

The reality is most of the actual disaster recovery post search and rescue is performed by NGO's and volunteer organizations... but they do not have the pull to get really big things done..

I have worked with FEMA on several post disaster volunteer work assignments, they have been professional and have the resources and political pull to get things done..

When is the government going to come up with a new agency, and I'm sure they will, to deal with the man made disaster of FEMA?
You know another 100,000 bureaucrat agency to aid what is the disaster of FEMA. I'm sure we will see it by the end of another Obama term.

You know because Obama is now wanting a secretary of business, because he is absolutley clueless when it comes to business.

Today, FEMA a 2,500-person agency supplemented by over 5,000 stand-by disaster reservists. Its been around since 1938.

First "nice job Brownie" criticizes Obama for doing something early.. and now they criticize him for continuing to do things.. he is not going to muck houses...

This morning according to the AP...

They are also flying 17 military planes full of bucket trucks and other heavy equipment from California to NJ..

I'm agin' it. While local and state agencies are primary, FEMA acts as a way to pool the risk of large events so that the resources are available at time of need. It is not possible for each state to carry that risk individually.

Eliminate? No. Reorganize and restructure? Yes. There is no justification for handing people who live in half million dollar homes, with an insurance policy, who earn well over six-figures, $1500ish checks cuz they got some water in their basement and the rugs were ruined. That's ridiculous. Worse, were the $2,500 they were paying contractors after Katrina, to staples blue tarps over people's roofs, if they they claimed to have a leak. I hate to sound like a broken record, but just like it is with a lot of things government, it's not so much "its" existence, it's the extent or degree.
