I could see some sort of disaster temporarily suspending the elections. For example, if there's a massive earthquake on November 1 in Oakland, they could push the CA elections back a couple weeks.

But rest assured there will be an election in time to adhere to the Constitutionally mandated date of January 20 for inauguration, either of a new president or a 2nd term for the proven failure.
