You get SBA loans through banks ... SBA guarantees them which is what makes them attractive. Much harder to get than in years past ... in fact if you are sound enough to get one then you probably do not need one. They like to attach everything they can including your dog and shed in your yard.

Good start along with lowered business taxes, reining in the EPA, getting rid of Obamacare and tort reform and the tangle of required but unnecessary paperwork at the state, local and federal level.
Getting involved with the government is almost as bad as going into business with Paulie:

How much does it cost the SBA to "grant" out a dollar to a small business? $1.25. $1.50, $2 maybe? When the loan or grant goes belly up, guess who foots the bill? Yup, Joe Taxpayer. So while it all sounds nice, is it really efficient, or better yet, necessary? What does the SBA do, that the private sector doesn't, or won't? We need less government involvement in these areas. Not more. Imo at least. I don't think the government i.e. Joe Taxpayer, should be the co-signer on private loans.

The proposed permit to regulate ballast water discharges comes after a long legal battle. Now, as the nation celebrates the 40th anniversary of the Clean Water Act, advocates are working to ensure the agency finally issues a permit that shuts the door on invasive species.
“The Great Lakes have been global ground zero for invasions and ought to be a global leader in prevention,” said Joel Brammeier, president and CEO of the Alliance for the Great Lakes. “We’ve waited long enough. EPA has the opportunity to apply the protections our waters sorely need. Let’s get it right this time.”

Well, the free market will take care of the environment, wistah -- didn't you realize that?
Plus, people can always simply sue corporations for damages. After all, litigation against a multibillion corporation is something every citizen relishes. Which is why we need "tort reform," of course...

Market forces are doing the environment very well in India and China, I hear.
EPA under Clinton was a disaster. Worse under Bush. Now, it's just treading water, trying (unbelieveably) to stay funded and relevant. This is the only developed country on the planet where half the people actually think the EPA and caring for the environment is a bad thing. In that way, we really are a unique place.
