He was responding to a 9-11 call and happened to be the first responder. Others were on their way. I'm not sure what an officers legal duty is but I suspect he was doing it. He was trying to protect the girl.

I'm sorry I should have posted the whole story, he wasn't responding to a 911 call he escorted them there because of a restraining order once the savage and the women were in the apartment the killer pushed the cop out of the door and then shot him like a dog.
