SPRINGFIELD, Ore. (AP) — Edward Zivica, a 70-year-old who served in the Navy in the 1960s, faces a hard choice come Veterans Day next week: He can obey the rules and remain in his apartment complex, or he can follow his tradition of hanging the American flag outside his place.
The managers at his subsidized housing project in Springfield, Ore., have given him notice he'll be evicted if he again violates the rules against putting anything on the exterior walls.
I know he is a renter, but give me a break !
If anyone is offended by the display of a US Flag, they should move.
It is legal to burn a US Flag, but you can lose your home if you display
a flag.

It's unfortunate, but there usually are rules that need to be followed when you live in an apartment building.
It sounds like they started down the path to what should be a good alternative -- the flag outdoors -- but executed it poorly. They should put up a real flag and flagpole, with him contributing some portion of the money, and with him bein responsible for maintaining it. At least, that's what I'd offer if I owned or managed the building.
(I think you're aware that the legality of flag burning has nothing to do with this situation.)

They do have a flag pole, and the resident Vets are not happy with it because there is no mechanism to raise and lower it, can't place it half staff etc.
