It's gotten so bad in Baltimore that organizers are discouraging alleged victims from going to the police (maybe they should go to Sheriff Biden).
Meanwhile, out in Oakland "occupiers" have taken to threatening reporters who dare enter their space. Ironically, it's public space, but I guess they've claimed it as their own. Also in Oakland they've been overrun by the dregs of society, resulting on what one police office says it a scene akin to the Lord of the Flies.
One of the problems they have down on the Greenway is that there aren’t any locks or fences or gates. You might say they have ... open borders. But of course one of Occupy Wall Street’s nonnegotiable demands is for the United States to ... open the borders.
Down in New York, there was a scuffle the other day between the demonstrators and a hustler who’d shown up on the edge of the encampment with a bucket. He was soliciting “donations” from passers-by. Only he was putting the spare change in his own pocket. In other words, he was pretending to be somebody he wasn’t, for financial gain. You might say he was engaged in ... identity theft.
Somehow, when it happens to them, identity theft is a lot bigger deal than when some illegal alien steals a taxpayer’s Social Security number. When any American complains about such crimes, he’s denounced as a nativist, a xenophobe, a racist.

It's terrible there was one rape at the Cleveland OWS tent city, and it's true that these protests are having difficulty dealing with the mentally ill and homeless who show up. But, the article offers absolutely no evidence that crime is surging, except for perhaps for littering.
It's false that crime is so bad that they're trying to discourage people from going to the police. In fact the right wing rag you linked to provides a link to its source that explains what's going on:

Maybe some of them will have the real life experience now that their sheltered lives had not yet given them. Might breed a new generation of right wing activists!
even if this were true, there's obviously going to be the 1% who don't want the 99% organizing into anything that threatens them, and they'll be sure more stories like this get out, than actual stories about what can be done to avert armageddon
