In challenging the expert consensus that the threat of global terrorism is increasing, the human-security brief shows that fatalities from terrorism have declined by about 40 per cent between July and September 2007.
As well, the report indicates the terror network associated with Osama bin Laden's al-Qaida has had a dramatic collapse in popular support throughout the Muslim world.
In sub-Saharan Africa, the number of conflicts more than halved between 1999 and 2006 and the combat toll dropped by 98 per cent.
The paper, released in New York, updates the findings of the 2005 Human Security Report. The project indicates the decline in the total number of armed conflicts and combat deaths around the world continues. The number of military coups has continued to decline, along with the number of campaigns of deadly violence waged against civilians.

What about on the political front? Well, vital laws, long demanded, have been passed setting out regional powers, amnesty for Sunnis, scheduling provincial elections, providing for de-Baathification and agreeing a budget. This is a political system that is dealing with monumental problems more effectively than the US Congress is dealing with long recognised deep-seated problems of health, social security, the environment, energy and many other matters. When US House Speaker Nancy Pelosi measures the Iraqi parliament's achievements against those of the US Congress on her watch, she should be deeply embarrassed rather than lecturing them on benchmarks.
A vital factor in all this has been the performance of the Iraqi army, the one Iraqi institution relatively free from sectarianism and which has carried out most of the frontline fighting in Basra and Baghdad. The Iraqi army is growing in confidence in its military planning, operational discipline, and overall capability.
But the key reasons for the change in Iraq is that the surge was just one part of a more fundamental change on the part of the US. The news has been good over in Iraq. It's too bad the media in this country refuses to report it. In Sadr City the people welcomed the IA with flowers. It could all fall apart at any instance, but thankfully things look like they're headed in a positive direction. The longer it moves that way, the sooner more of our bravest can come home.

What's "usual" is the media's profound SILENCE when atrocities are committed in Iraq. You trying to paint the opposite picture is really rather pathetic. Every time I turn on the CORPORATE media, i see one glowing, distorted, bullshyt depiction of Iraq after another.
