Seems he's trying to out-crazy Bachman. I wonder what they're up to here? Are they on some sort of an angle to move Romney more to the right by creating a philosophical vacuum between themselves and Romney which would suck Romney to the right? Maybe Perry and Bachman are setting up for a third party run after they lose the nomination.
One thing's for sure, even though he may think he is, Perry's not serious about running for POTUS:

So in your view those things fall outside of general welfare. But what falls inside of it? What did the Founders mean by “general welfare”?
I don’t know if I’m going to sit here and parse down to what the Founding Fathers thought general welfare meant.
But you just said what you thought they didn’t mean by general welfare. So isn’t it fair to ask what they did mean? It’s in the Constitution.

A retired Navy captain and former Northrop Grumman executive, Luti is linked to neocon foundations and “think tanks.” After working with another “neocon internationalist,” Newt Gingrich (who is also running for president), Luti was taken under Dick Cheney’s wing.
IMO and just my opinion but all the republican candidates have serious flaws IMO. I'd still rather have Obama and a GOP congress. If a republican does win I hope the electorate is smart enough to swing Congress to the democrats or we are finished.
