Not supposed to.. EBT is used for food exclusively. If you are aware of fraud, it is your duty to report it.

You have to keep in mind that the Food Stamp Program(SNAP) is a Department of Agriculture Program intended to benefit the farmer as well as the person who receives food stamps(SNAP).. it is administered by the local welfare programs.
