Not supposed to.. EBT is used for food exclusively. If you are aware of fraud, it is your duty to report it.

You can buy any food except alcohol, pet food, or heated foods. You can also buy seeds and plants to grow food, as long as you are buying them from a store that accepts SNAP/food stamps (like a grocery store).
You cannot use your EBT card to buy soap, toothpaste, toilet paper, tobacco, or anything else that is not food.
You have to keep in mind that the Food Stamp Program(SNAP) is a Department of Agriculture Program intended to benefit the farmer as well as the person who receives food stamps(SNAP).. it is administered by the local welfare programs.
Eligible Food Items
Households CAN use SNAP benefits to buy:
Foods for the household to eat, such as:
-- breads and cereals;
-- fruits and vegetables;
-- meats, fish and poultry; and
-- dairy products.
Seeds and plants which produce food for the household to eat.
In some areas, restaurants can be authorized to accept SNAP benefits from qualified homeless, elderly, or disabled people in exchange for low-cost meals.
Households CANNOT use SNAP benefits to buy:
Beer, wine, liquor, cigarettes or tobacco;
Any nonfood items, such as:
-- pet foods;
-- soaps, paper products; and
-- household supplies.
Vitamins and medicines.
Food that will be eaten in the store.
