Who is the "we," harry? Is this program goivernment funded or not? pretty straightforward question.
As for the rest, you don't come across as genuine, given your prior posts mocking the homeless and the mentally ill. So were your prior rantings just infantile attempts at humor? if you really feel that way, do you have the courage to say it to people's faces, or do you just hide behind your keyboard?
