Whether they do so for the CIA or FBI is debatable. I wouldn't doubt it though. Take for example the movie Seven with Brad Pitt & Morgan Freeman. When he wants to find the killer, he has some dope give him a list from the library. The explanaition is that the FBI has a system where which certain key words, or books, are logged to note who the borrower is. Anyhow, did that seem far fetched when I watched it 10 years ago? Nope. Which is why it wasn't surprising to see that the NSA wire tapping worked on a key word system itself.
