It is a hard lesson to learn, but it is the facts jack.. if I was your supervisor I would watch you closely and if you continue to have such angst over these types of decisions I would "counsel" you out of this profession... as your values are pretty screwed up.
As Mrs.P noted, there is no angst. These are challenging problems, and my view is that we should spend more on rehab and related programs, rather than on police, courts, and prisons. My supervisor actually treats clients, and we are pretty much on the same page. Perhaps it's good you were a supervisor, and not someone who actually dealt one-on-one with the downtrodden. I'm sure you at giving performance reviews.

The "kid" will turn out to be a codependent person who relies on agencies to make him change.. rather than on himself. The result is a young man who believes that he is a "victim" and will continue to be so because of the lack of resources, instead of a person who can control his substance abuse issues.
You have to work the program, it does not work you..
Unfortunately, it is what it is, the reality of today's resources, and based on the recognition that a person who does not want to get well will not get well, no matter what the intervention is. It is about being client centered and the recognition that no matter what a person does, if the client does not want to change will not. You can admit him to the best substance abuse program in the country.. but if he does not believe he can and want to change he will not.

There are poor kids in slums who could better make use of government help. Are we supposed to applaud that he was sober for a few months. perhaps if this guy and 5 other addict friends got together and manned up they could afford a decent apartment located on a bus line. They could all get low paying jobs and still afford the rent, utilities and food. They could support each other rather than crying for help from the government.
Help should be for the truly needy and desperate ... the sick, disabled and elderly. Someone needs to slap this guy upside the head and get him a dishwasher or bus boy job somewhere. These stories make me sick.
I've been working since 8 years old ... grew up poor and in the projects. paid my own way to private Catholic high school - trade degree - bachelors degree and then masters degree. Along the way started my own business in the early 1980's after trade school. I don't owe a dime to anyone. I drank a bit, did drugs a bit and all the rest but I resisted the temptation of loserville.
Boo freaking hoo ... Patters wants more help for the strap hangers ... yeah sure ... that's a green light to attract more losers is all it is. If they can walk with 2 legs and have 2 arms that move they can work. Uncle Sam will even give them food stamps, medical help, rental assistance and utility assistance.
I remember when Rhode island changed the welfare rules ... cleaned out a few thousand losers from Providence who high tailed it to New York. Feigning that one is a loser is so easy because the money is there and it justifies the job and the political power of the left who will continue to vote yes - democrat - print more money please.
You ought to have 2 lines at that place - one line you are physically, mentally or medically disabled we will help you. The other line is wait here to get your oops up side of the head slap ... stop your crying - grow some stones and get out there and produce for yourself.

Perhaps some places they could - not here, however - and not in a lot of places where people are freaked out over immigrants moving in.
Many cities and towns have developed zoning policies which prohibit more than three unrelated people from living together as a means to control illegal immigrants from renting a place to call home by pooling their resources.
The law, regardless of who it was intended to target, applies to all people - even poor white ones.
You're a landlord, right? Would you rent to 5 unrelated slum kids who had no real source of steady income and each of them had a history of drug/alcohol abuse? Obviously they could lie to you and attempt to rent the place in a single renter's name, but wouldn't you do a credit check and find out that he could not afford the rent alone and refuse him the place based on income?
Just curious as to the practicality of your solution.

If your buddy was in the slums of a 3rd world country that's what they would do also ... ignore the strap hanger. You keep giving them a hug ... what they really need is a smack upside the head.
You create as many or more problems than you solve but in your insulated world it all makes sense.

So you worked under the table and didn't pay taxes from the age of 8 until 14 (when you can legally work)? Then you say that people can get low paying jobs and afford rent, food and utilities?
Have you taken a look at what McDonalds, BK, Target, Walmart, etc pay their part time employees?

$2/hour under the table back in the early to mid 70's and I was happy to work for it.
Lots of people working those jobs who pair and group up with others to sustain themselves. Very few of those people have just that job ... for many it's a second job. Well we could pay them all $20 an hour if you like ... then you'll be paying the inflation that comes after.
This is a tough economy and a tough world - it is what it is and we are buried in deficits because we feel a need to feel bad for everyone. Let's get back to feeling bad for the truly needy - the elderly, the children, the disabled veterans, the handicapped mentally and physically. Anyone with functioning limbs and a functioning brain is on their own just like the rest of us.

Fast forward to 1987 when I made $3.55 an hour bagging groceries as a freshman in High School. Good for you if you were working when your were 8
American slackers? The reason the people you mentioned would sacrifice a finger or toe is because they will get paid $18 USD a day (under the table) and that works out to be $18000 rupes, pesos, etc.
