Are poppies allowed to be considered "sacred" or "an important symbol"?

What was the punishment for technically, theft of the Koran or burning it? Nevertheless the judge emphasized the burning as premeditated and
"theatrical bigotry" of it so it seems if it was theft he's punished for technically, the thing that irked the judge was the burning of the Koran. it doesn't say but I do wonder if the judge thought the poppy burning had bigotry or hate involved?
