What difference does proration make? He handed Halliburton a half a billion dollar no bid contract. I thought one of his pledges was to put an end to that practice. Apparently not.

umm, what I was saying goes against Obama. He hasn't been in office as long as Bush, so a lesser amount awarded to Halliburton could actually be more meaningful...
