Who do you think you are to judge Brown? and did you give a moment's consideration to why he may not be naming his attacker? Perhaps the person is already in prison, or dead -- in other words, in a position where they couldn't harm any more children. And maybe he knows the person's family and he wants to spare them the pain of dealing with this.
