We all understand why the Environmental Protection Agency was given the power to issue regulations to guard against oil spills, such as that of the Exxon Valdez in Alaska or the more recent BP oil spill in the Gulf of Mexico. But not everyone understands that any power given to any bureaucracy for any purpose can be stretched far beyond that purpose.
In a classic example of this process, the EPA has decided that, since milk contains oil, it has the authority to force farmers to comply with new regulations to file "emergency management" plans to show how they will cope with spilled milk, how farmers will train "first responders" and build "containment facilities" if there is a flood of spilled milk.
You can't make up this sort of insanity, meanwhile they are dictating we put CFC bulbs in our houses which if they break contaminate the home with deadly mercury.
Anyone think you home was a hazardous waste site when a child spills a glass of milk?

So it is a good idea for the EPA to force dairy farmers to have a hazardous waste plan for a milk spill?
As to attacking Sowell, well that says a lot about the posters not much about Sowell.

But it has been changed, oh the horrors.. go find something else to whine about, and it was done in a bipartisan effort.. here is a rule to try to live by..
Two area congressmen have declared victory in their efforts to dissuade the federal Environmental Protection Agency from treating spilled milk the same as spilled oil.
"Far too often, federal regulations have increased the cost of doing business and destroyed jobs," said U.S. Rep. Chris Gibson, R-Kinderhook, in a statement.
Gibson said that EPA Regional Administrator Judith Enck indicated to him in a meeting on Wednesday that milk spills will be exempted from rules to regulate oil spills.
"I have cosponsored legislation that would prevent this regulation. Thus I was pleased to hear today that the EPA is empathetic to the plight of dairy farmers and will exempt them from these regulations when they are finalized this spring," Gibson said.
Rep. Rep Bill Owens, D-Plattsburgh, said Enck indicated to him in a separate meeting on Tuesday that milk spills would be exempted.
"We're certainly very happy because we've been writing (letters) since last summer asking that the EPA do exactly what they have just done," Owens said in a telephone interview.
EPA regional spokesman John Senn said Enck told the congressmen EPA had already proposed to exclude milk storage tanks from its spill prevention regulatory program, and had stayed any compliance requirements for milk storage tanks, pending the agency's final action on the rule.

Glad someone is looking to rein an out of control EPA the point is of course they would do this in the first place.
