I really do see your point, but I'm not sure of your solution. At any rate, there is no way you should be forced below the poverty line (and I'd use a liberal definition of poverty line, not the $10 or $12k that the conservative use), and it seems to me that a formula that does not take that into account is unjust. In other words, overall I agree with you, but am less sure if a tax deduction is the right approach.
