It's sort of over.
Suleiman (whatever people think of him) is still there, and there is no guarantee that we've seen the end of the "Free Officer Republic". Given that Mubarak was considering stepping down this year already, this move could just signal that his timetables have changed, and that the NDP may still be ruling Egypt at the end of the day. However, the effects of the people's protests have gone farther, faster than I think anyone really expected. If this is the end of the NDP, we still have no idea what is coming next. This story is still developing, in my opinion.
