A tad disengenuous, for the tin foil hat crowd.

Have seen these in large cities before.. and used there to keep an eye on large crowds.

Why are they in Wal Mart?? Usually a retailer has to pay for a detail to patrol their property, so in this case was there such a great cause to delploy this for illegal activity around christmas?? Do not know much about the area.

OTOH have contended all along that Homeland Security is the second largest cash cow in DC, right behind the DOD, they have equipped many small towns from east bumfock USA with high tech, "mobile command centers".. that they do not know how to use and are probably not necessary..
