They used to; quite often actually. Israeli security is such these days that it's damn near impossible to conduct such an attack. Hell, it was like that even by the 1970s. Arafat and the PLO had to procure Japanese communists to attack Lod Airport.

Geography and scale. The population of the Moscow metropolitan area is nearly three times that of the entire country of Israel, and the Russian border is obviously far larger and with much wider gaps in security than Israel, or any other country, for that matter. Russian intelligence is generally pretty sound when it comes to conducting anti-terror campaigns in the Caucasus, because they make good use of HUMINT sources on the ground there. However, that kind of intelligence success by the FSB doesn't always translate to being able to stop small cells of Chechens, Ingush, or Dagestanis from being able to enter Moscow and carry out these kinds of attacks.
Instead of trying to stop attacks, the Russians seem to prefer working through deterrence, i.e. if a terrorist attacks Russia, they can expect that the Russians will kill them, level their home, their families' homes, and their village, while kidnapping, torturing, and probably killing family and friends under the guise of collecting intelligence.

Depends on how you look at it. There was the Union of Right Forces over there, which opposes the Russian government. They were "liberal" in that they opposed the autocratic measures of the Russian government, but they were fiscally right wing, favoring capitalism over communism. Many members and supporters from that group have been assassinated, most likely by the government.
Anna Politkovskaya is the most famous liberal victim of the government.
In other words, the Russian government doesn't let "slobbering liberals" or anyone else stop them from doing what they want to do.
