Because the surge has worked. One report out of Iraq has the number of foreign Al Queda at about 200 at this point. Combine this with the development of the Iraqi army.

I don't think they would draw down the force otherwise. I look at the decreasing number of casualities and this seems to be the logica=ial conclusion.

I think we can surmise that things are going a lot better now than they were before, and we can hope this is a trajectory that will result in political peace, human rights, and health and prosperity at least on the level that there was under Saddam. When the country is better off than it was before we invaded, we can say we've begun to dig ourselves out of the huge of hole of failure, though the families of those who died may not see it that way. My guess is we stoked the flames of anti-Americanism for at least a generation, and less extreme groups than Al Qaeda will be able to exploit that.
