I'm seen as a liberal on this board and I oppose it( actually, I was going to start a thread on this). I don't understand if your illegal, how do you get an entitlement. From the article I glanced at, a conservative judge wrote the ruling.

According to the article in the link provided, that is not the case in CA.

This is wrong.
Who in their right mind can justify offering in-state rates to a Canadian but refuse it for a Vermonter? That's insane. It needs to stop. Anyone know a group that is involved in such an effort to end that practice?
