Huh? So the non-lethal package is only to be used outside of the country? Does that mean there is a lethal package planned for use inside the U.S.?

I read it as that package can only be used overseas in a war zone, as in although they have the capability they cannot use it in the United States. Not the only thing in the inventory under those rule.
