Well there are many more dems in both the Senate and the house the pubbies aren't in a position to stop much of anything. This penalizing companies for 'outsourcing is exactly the type of legislation that is hostile to business that causes people to not want to d business here. It wouldn't work anyway.
To give an example, the idiots in congress (bipartisan morons in this case) decide to get rid of incandescent light bulbs. J Immelman CEO of GE (and Obama economic advisor) shuts down GE lightbulb factories (plural) and is manufacturing CFL bulbs in China, see nothing was outsource, Incandescents were outlawed by congress, CFL were never made here. GE get to sell much more expensive CFL's (which have to be disposed of as hazardous waste) using cheap labor avoid all the government mandates and thousands of Americans lose their jobs.
