People who persist in having indiscriminate, promiscuous sex face a far greater -- almost infinitely greater -- chance of contracting HIV/AIDS or some other sexually transmitted disease that could either kill or permanently/seriously change their lives. If they contract AIDS they should at least be tagged, and maybe even quarantined, depending on their habit. Diseased people with the potential to kill others have no place roaming freely on the streets.

Regardless of one's level of sex drive, one is obligated to keep a check on it. It is NO DIFFERENT than driving a car or owning a firearm: we are allowed to do so UNLESS we show we are not going to act responsibly. Same goes for sex, ESPECIALLY for those with a highly communicable and deadly disease, like AIDS.
