Sounds nice, but in reality this will probably never work, human beings have inclinations on what kids should do and have biases, to allow decision makers to make run of the mill medical decisions for children defies the whole concept of parenting. In the case of abuse there is a role for the state and legal systems.. but not for contraceptive without parental authorization.
