Sadoom was "Whoofin" he was like a guy at the end of an alley barking "you better not come down here" I'll kick you azz if you do it turns out that the "guy" is really scared and thinks if he barks loud enough you'll be afraid to go down that alley.Same as a dog acting ferocious. Barking and baring its teeth, and if you lunge at it,it runs away and starts barking again. Saddom did the same thing "don't come over here,I've got WMD" but Saddom over played his hand ,Bush called his bluff. Now the dog (saddoms) dead.

Saddam also had 6+ months to move chem and bio weapons outside of the country, the storage space is minimal. There are credible reports that the materials were moved to Syria, see the book written by the former head of the Iraqi AF who arranged the flights of the materials out of Iraq in the fall of 2002, The cover was a dam break in Syria at the time.
