He felt that on the basis of Saddam's constant breaking of the Gulf war truce agreement, his expulsion of the UN weapons inspectors and reports of Iraq cooperating with Terrorist (aside from Al Queda contacts which have been documented in Captured Iraqi documents), paying suicide bombers families in Israel, hosting Abu Nidal among others (including the now infamous Zawahiri).

He was perhaps looking for documentation to silence Saddams allies at the security council (Including Chirac, Annan and the Russian who were making billions via the Oil for food scam.

So, not knowing any of this, he asks his cabinet to find a reason to invade Iraq. It was all about invading Iraq from the first day of his presidency.

This information (most of it) was out there during the previous administration hence the congressional resolution calling for regieme change in Iraq in 1998, and the statements by democrats indicating their belief than Saddam was activly working on WMD projects.

To those who tuhink Saddam was pure as the driven snow none of this wil matter of course.
