A good start would be for each bill to be a single line item event - every vote would be for one thing and one thing only. That way spending on bull***** couldn't be hidden in some bill that's highly favored for it's main features.

That's never going to happen. Just look at the bill the Dems passed trying to set a date for troop withdrawl. It was LOADED with pork to buy votes. When a pol has a chance to get a couple of hundred million dollars to his district, he's going to take it, especially if he thinks he has a tough race ocming up in 2008, or was recently elected in 2006. They only care about themsleves first, party second, with everything else being insignificant.
