This is the result of the environment. By environment I mean government run anything, a war zone, and foreign contractors. Don't think that Iraqi work is going to be anything remotely close to what you'd see here at home. Plus, when the government runs anything, a 40% return should be considered a miracle. Take any welfare program we've got, be it reconstruction in Iraq or New Orleans, or your run of the mill welfare here at home, and 40% would be lucky. The sad part about you is that you think it's only a republican thing, and that the Dems would never, or could never, do anything wrong. The bottom line is money is best kept in the hands of people who know how to use it best, and that's the hands of the people who earned it.
