It happened in 2004 accoridng to the date on the video camera.
Were it up to me, I'd fire the officers in question, and punish them by letting the old man Taser their nuts a few times. Let's see how they like it then. Of course, the Union will make sure they get off, and probably will get suspended with pay (a free vacation), while the 78 year old suffers for whatever is left of his life.
