Harry, that is so ridiculous. The French rarely intervene in anything. I lived in Paris for about 6 months and saw similar incidents.
(1) The night of 800 bands. The city of Paris decided to host 800 bands all across the city in public spaces. They did virtually nothing to address the traffic chaos this would create. There were massive crowds, traffic came to a standstill. Young people were running up and down roofs of cars. It was utter chaos, but very French.
(2) A huge group of skateboarders decided to take over some of the main streets. Probably over a thousand skateboarders skated down Boulevard Saint-Michel and then continue along the river Seine disrupting the entire city.
The city is famous for it's strikes. For instance, the transportation workers go on strike and the people of Paris (who have tended to vote conservative more often than left) simply go on their way finding others ways to manage. The fact that the French let the Muslims pray in the streets even if it's illegal is typically French. The French are very libertarian in their daily lives. (By the way, France has fewer union members than the US and the biggest organizer of disruptive strikes are the farmers, who I would guess are not politically left.)
At least when I was in Paris, in 2001, there was one of 20 areas of the city that was predominantly Muslim. My partner and I walked through that area a number of times, even ate there a couple of times, and never had any trouble. They probably have some radicals, criminals, and bad people, but that's true of any group, even truckers.
