I believe he's talking about the horse who was injured and recently had to be put down. Perhaps 3 to 4 had a bit too much of the sacramental wine at service this morning?

That was my immediate thought, but then I thought maybe there was some new Senator I hadn't heard about... (!!)

This would not be the first time a Senator would be referred to as a "horse's ____", and probably not the last.
