The responsibility goes back to when the Koreas were divided, all share in the blame it is senseless to place the blame on Clinton or Bush.. right now there is a need to develop a common sense strategy to deal with this issue. But do not believe we should take the lead, the bordering countries should be the main players and the US should follow.

Real World

This is a UN problem. Of course though, the UN has done didly. I'll tell what is a small possibility. Japan and South Korea, the two nations who most fear a nuclear North, may join forces and take care of the situation on their own. This will come down to how serious China & the UN are in penalizing the North. Personally, when a nation wants nukes, it will do whatever it has to in order to aquire them. Clinton was very naive to think that sending free oil would stop there desire to aquire. However, what was the alternative? Nothing short of regime change, or massive global sanctions would stop this. IT's why I keep telling people that Iran is going nuclear too. Too many countries are in bed with IRan to impose sanctions, and we wouldn't gt involved militarily.

Real World

From what I've read DR was employed by this company since he wasn't working for the government while Clinton was in office. The company he worked for sold reactors, or reactor parts or something, to North Korea which was part of the agreement that Clinton signed with KJI in 1994. PArt of the treaty was to allow NK to build new nuke reactors. I think people need to understand that when a presidential administration leaves office, the clowns that held positions tend to find employment in the corporate field. It's not like there is another country looking for a Sec of State, or Defense Minister. Most of the time these clowns are hired for their contacts, more so than their experience in said field. When you consider the global & military implications of nuclear reactors, I'm sure you'd want to hire people with contacts and experience in that department.

As for McCain blaming Clinton, I'm not sure that's warranted. I don't think there was much Slick Willy could have done otherwise. Slick Willy was a classic pass the buck politician on foreign policy, and his treaty with NK was either naive on his part, or simply another pass the buck deal, but NK going nuclear was inevitable. Again, nothing short of regime change was going to stop them from trying to build nukes. And regime change with NK never was, nor is, an option.
