In the wake of finding about the immoral congressman, leaders who cover up for them, being influenced by men like abrahamoff, and a whole bunch of other stuff like not getting along.. We should just get rid of this side of the gov't and change the constitution, after all it is just a "goddam piece of paper". George Bush and crew seem to agree, just last week they passed a law,which was signed into law about the qualifications of the Director or FEMA and then George indicated he had the "executive authority to disobey the law."
On Wednesday, the President signed â€śThe Department of Homeland Security Appropriations Act of 2007.â€ť In response to FEMAâ€™s disastrous response to Katrina â€” led by the former Commissioner for the International Arabian Horse Association, Michael Brown (a.k.a. Brownie) â€” Congress included some minimum professional requirements for FEMAâ€™s director. From the bill:
President Bush, however, released a â€śsigning statementâ€ť at the time he signed the bill. In it, he asserted his constitutional right to continue to install incompetent FEMA administrators. From the statement released by the President:
Section 503(c)(2) vests in the President authority to appoint the Administrator, by and with the advice and consent of the Senate, but purports to limit the qualifications of the pool of persons from whom the President may select the appointee in a manner that rules out a large portion of those persons best qualified by experience and knowledge to fill the office. The executive branch shall construe section 503(c)(2) in a manner consistent with the Appointments Clause of the Constitution.
Itâ€™s unclear how requiring someone to have five years of management experience and some knowledge of emergency management â€śrules out a large portion of those persons best qualified.â€ť Georgetown Law School professor Marty Lederman noted, â€śItâ€™s hard to imagine a more modest and reasonable congressional response to the Michael Brown fiasco,â€ť he said.
Nevertheless, President Bush has â€śasserted that he has the executive authority to disobeyâ€ť the law.

Yea, I posted "Another Bush Amendment" the other day which mentions this DHS bill. I guess its gotten so bad that most of us are numb or punch drunk from the Bush workings as it drew hardly a reply. Think about it, how much commotion did a $20 million limousine contract to a person of questionable character to chauffeur hookers under Homeland Security funds, cause? It never even made headlines. But you would think, one of the worst disasters in American history through a direct involvement by a presidential appointment, AND, this president goes out of the way to amend a bill circumventing experience and knowledge in the field of emergency management AFTER experiencing Katrina????????????? A new study came out the other day stating marijuana may prevent Alzheimer's. I believe Bush might be being pro-active.
