Honestly, they have just arrested 21 people who planned to bring some sort of explosives on several (six) airplanes all headed to the United States, so they raise the security level and you think they are crying wolf?

What has to happen before it is not crying wolf, an actual explosion?

No, the threat appears real this time. I'm still bitter that Bush used the color codes so irresponsibly back before 2004. Ridge was/is a little bitter about that too.

It's very true that few Americans take the "threat codes" seriously. I just heard tonight that Bush and Blair had been working on this plot since late last week. Why are we only seeing an elevated alert today, after the threat has been diffused?

It's like the geologists who monitor Mt St. Helens. If they evacuated northwest Oregon every time the volcano smoked or even rumbled, no one would take the real danger order to evacuate seriously. The USGS has very strict protocols for the issuance of warnings and are well aware of the consequences of false alarms.

The DHS is a joke and so is the color code. The culture of fear the government uses to maintain legitimacy and purpose is wasting the time in our history when we should be having fun, relaxing more, and not living in fear all the time. Without fear, the government becomes a vestige of its present massiveness and more closely resembles the one the Founders envisioned for us.
