This is frivilous on its face - a court isn't going to involve itself in a thinly masked attempt to steer foreign policy. Even if they could prove their case that the government was negligent towards US citizens in Lebanon, even if the government had a legal obligation to evacuate people (it doesn't), the court still would not grant them the kind of relief they're asking for.

This will be dismissed with prejudice before reaching trial.

Nope, I'm a data analyst/programmer, can't claim any expertise on the law. It's a hobby and I'd call myself well versed, but I wouldn't take legal advice from me or anything.
