Ok ... Let's begin the labeling process:
2 Major Groups:
(A) Physically and Mentally Capable ... (B) Physically or Mentally Incapable
Group B deserves state aid. Children fall into this category as they are physically and mentally incapable of supporting themselves.
Group A is the potential drain. Need to break them down:
(1) Willing and Able, showing an honest effort
(2) Unwilling and Able, riding the train / doing the bare minimum
(3) Unwilling and Able, collecting a check and that's it
So ....
(1) A bit of training (financial counseling, job training) and they're probably going to be fine. 12 Months to become self-sufficient.
(2) Harsh control (mandatory savings percentages, job training, financial counseling) with a time limit ... Say 2 years to get to the level of Group 1
(3) Weekly reporting (similar to parole), Harsh controls as with Group 2, but 12 months to get to Group 2 status.
While you can move UP the scale, to move down is to move out.
Families should be kept together (barring abuse or the like). However, to fall out is to risk losing your children - they shouldn't pay for the laziness/failure of the parents.
This is broad, incomplete, and needs work, I'm sure. That said, support beyond this is pandering, and that should be left to the charities, not the state and taxpayer's money.
