obama has spent most of his time on the health care plan that is unpopular and mostly doesn't go into effect until his second term. He has no-one to blame but himself, not to mention he (like all Presidents) has enough advisers and assistants that "too much to do" simply doesn't work as an excuse.

I would have prioritized health care, too, only a different plan. Remember that the public overwhelmingly support health care reform in the abstract when he took office, so it was the right topic for him to work on.

As for "too much to do" there's an argument that can be made that he had to re-build practically the entire federal government in just 16 months leading up to the disaster. I'd call that "too much to do".

I'm not trying to absolve him of responsibility since the head of MMS appointed in July 1009 should have been on top of this, but I can see why this was below the executive's radar.

Where do you get the idea that he has spent most of his time on healthcare?

As for your prior claim that 16 months is "...more than enough time to clean up any problems" -- what problems could / should have been cleaned up by now?

Evidently there was something we now know about given the award that this deep water drilling company had just received.

I'm not going to get into everything I would have preferred him do - because the list is too long - but he had 16 months with his people overseeing this oil drilling situation and the disaster happened on his watch. It's his, he owns it.
